attain full age of twenty-one years ; but the
actual guardian may and shall be made a party
to prosecute or defend, and if there be no actual
guardian the court, on the motion of any party
to the suit, shall appoint a guardian ad litem,
and the case shall proceed as if all parties were
of full age, and this section shall apply to pend-
ing cases.

SEC. 2. And be it enacted, That this act shall
go into effect from date of passage.

Chapter 117.
AN ACT to authorize the county commissioners
of Somerset county to build a bridge across
Great Monie creek in said county.
SECTION 1. Be it enacted by the General Assem-
bly of Maryland, That the county commissioners

of Somerset county be and they are hereby
authorized to build a bridge across Great Monie
creek to connect districts number one and five
(Princess Anne and Mt. Vernon) of said county,
if the commissioners deem it advisable to do so.
SEC. 2. And be it enacted, That if said county
commissioners shall determine to build said

bridge, they are hereby authorized and directed
to advertise at least forty days in one of the
newspapers of said county for sealed proposals
to build said bridge, and shall give it to the
lowest responsible bidder, who will be required
to give bond with security, to be approved by
said commissioners.
SEC. 3. And be it enacted, That if said bridge

navigation, the said commissioners be directed
to have a sufficient draw put in said bridge for
the navigation of said creek.
