SEC. 27. That any tines, penalties and forfeitures imposed by
this charter or by any ordinance of the council, may be col-
lected by proceedings "in the name of the mayor and council
before the mayor or justice of the peace; and the said mayor
or justice of the peace shall have power to commit the offender
to the county jail, on failure to pay such fines and forfeitures,
until the same shall be paid with costs.

Recovery of

SEC. 28. That the council shall not expend or contract to
expend in any one year, more money than the amount receiv-
able from taxes and other sources for that year.

SEC. 29. That part of the several county roads within the
limits of said town are hereby made and declared to be public
streets or avenues of said town, and shall be, from time to time,
improved and repaired as, in the discretion of the council, the
public interest may require and the resources of the town will
justify.

SEC. 30. That the council shall keep and annually publish a
tabular statement of the receipts and expenditures of the funds
of the corporation.

statement.

SEC. 31. That the commissioners of the county, the board
of public school commissioners, justices of the peace, sheriffs,
constables and all other State and county officers have, hold
and exercise their offices in said town as heretofore, except as
qualified by the other sections of this act. The County Com-
missioners of Montgomery county shall, on or before the first
day of January, eighteen hundred and ninety-five, and

on or before the first day of January, in each and every
year thereafter, pay over to the council of Kensington that
proportion of the entire county levy for the repair of
roads which the total real property assessed within the
limits of the town of Kensington, bears to the whole
amounts of assessed property in Montgomery county, so
that the council of Kensington may receive and disburse
for the maintenance of the streets of said town, the amount
levied upon the real property within the corporate limits of
the town of Kensington, for the repair of roads, by said
County Commissioners of Montgomery county.

SEC. 32. That the council shall have power to establish
building lines on all the streets in said town or which shall
hereafter be opened therein, and to compel all persons here-
after erecting buildings in said town to conform thereto.
