be arrested and brought before a justice of the peace in said
town upon a warrant to be issued by said justice, and upon
proof of such summons and a failure or refusal to obey the
same, shall be fined not less than one dollar and not more than
five dollars and all costs of such proceedings, and to be com-
mitted to the jail of Somerset county until such fine and costs
are paid.

Recovery of
penalties.

SEC. 210 K. All fines, penalties and forfeitures which may
be imposed under the provisions of this act or any ordinance
passed in pursuance thereof not otherwise provided for, may
be recovered before a justice of the peace of Somerset county,
in the name of the president and commissioners of Princess
Anne town as other tines are recovered, and be applied to the
benefit of said town; and the justice of the peace before whom
the offender may bo tried, in case of non-payment of such
fines and costs, in addition to process of execution for the
enforcement thereof, shall have power forthwith to commit the
offender to the county jail until the payment of said fine,
penalty or forfeiture so as aforesaid adjudged against him,
together with all costs, unless sooner released and discharged
by order of said president and commissioners.

Tax for im-
provements

SEC. 210 L. The County Commissioners of Somerset county
shall authorize and direct the treasurer of said county to pay,
on the first day of January, eighteen hundred and ninety-five,
and every year thereafter, to the president and commissioners
of Princess Anne, one-half of the amount of the taxes levied
or taxed upon the real property within the limits of said town,
to be appropriated and used by said president and commis-
sioners of Princess Anne for the repair and improvements of
the streets, roads within the limits of the said town, and for
such other improvements as said president and commissioners
may deem proper.

Elections.

SEC. 197 A. The place of holding the election, and the mode
of appointing the judges of election, shall be such as the com-
missioners may designate; but the judges of election appointed

by them shall make oath before the clerk of the Circuit Court
for Somerset county, that he will permit to vote all persons
who shall offer to vote, who are bona fide residents and real
estate owners within the corporate limits of said town and
entitled to vote under the Constitution and laws of this State,
and that he will not permit any person to vote at said election
who shall not be entitled to vote under this act of incorpo-
ration, as hereinbefore provided, and in all things execute the
