in Frederick city, and by hand bills, he shall proceed at some
convenient place in his aldermanic district, to be designated in
his said advertisement, at the hour of nine o'clock in the
morning on the first Wednesday in May, eighteen hundred
and ninety five, and tri annually thereafter, to open said books
of registration, and the same keep open until five o'clock in
the afternoon of said day, for the purpose of registering
all the qualified voters of his said aldermanic district who
shall be entitled under the provisions of this sub-title of this
article to be registered and to vote at any municipal election
held thereunder, and who shall apply for registration, and he
shall cause said list to be published by hand bills posted in
such public places in his aldermanic district as he may select;
and no voter who has been once registered shall be entitled to
be registered in another aldermanic district until he has pro-
duced a certificate from the register certifying that he has been
stricken from the books of the aldermanic district in which he
was formerly registered.

SEC. 164. For the purpose of correcting said books of reg-
istration and said list as published by the officers of registra-
tion respectively, they shall sit at some convenient place in
their respective aldermanic districts from nine o'clock in the
morning until five o'clock in the afternoon on the first Wed-
nesday in June, eighteen hundred and ninety-five, and tri-annu-
ally thereafter, having given at least five days' prior notice by
advertisement inserted in some newspaper published in Fred-
erick city, and by hand bills set up at public places in their
respective aldermanic districts, of the time and place of sitting
to correct said list; and at the time and place published by them
for correcting said books of registration and lists as published
by them, respectively, they shall proceed to strike from gaid list,
persons known or made known to them to have died, or who
do not possess the requisite qualification, or who will not
possess said qualifications betore the election next ensuing, or
who are disqualified under the second and third sections of
article first of the Constitution, and to register the name of
every person who shall apply to them to be registered, who
shall satisfy said officer of registration that he possesses or
will possess the requisite qualifications before the election next
ensuing, and that he is not disqualified under the second and
third sections of the first article of the Constitution; and also
the name of every person whom a judge of the Circuit Court
for Frederick county, to which court an appeal shall be taken
from the decision of any officer of registration, shall decide to
