105. Whenever real estate or property of any description
shall be exposed to sale by a collector of taxes for Wicomico
county, under the provisions of this act, the County Commis-
sioners for said county may bid for and purchase the same at
the sale thereof, for the use of the said county, if, in their
opinion, it shall be necessary and proper to do so for the pro-
tection of the interests of the county; provided, that the sum
bid shall in no case exceed the amount of the State and county
taxes assessed thereon, and the costs and expenses of sale.
After ratification of sale, the County Commissioners shall hold,
sell and alien the real estate so purchased, the same as private
persons, under the provisions of this act.

106. From the final order or decree of the Circuit Court for
Wicomico county, passed in the sale of any real estate under
the provisions of this act, any party interested may appeal to
the Court of Appeals in the same manner as is provided for
in appeal from any final order or decree in chancery.

for neglect.
|
107. The bond of any collector failing to comply with the
provisions of this act, and failing to collect and pay over all
taxes within one year after such taxes are due and in arrear,
shall be put in suit by the County Commissioners at the next
term of the Circuit Court thereafter, unless said collector shall
show a good and sufficient reason for a postponement of such
action; but such postponement shall not be for a longer period
than one term of court.

108. There shall be a treasurer for Wicomico county, who
shall also act as clerk to the Board of County Commissioners,
who shall be elected at the general election to be held for State
officers in the year eighteen hundred and ninety-five, and every
two years thereafter, and serve for two years or until his
successor is elected and qualified; and every two years there-

after there shall be an election for treasurer at a general elec-
tion. It shall be his duty as clerk to be present at each
meeting of the Board of County Commissioners, keep the
minutes of proceedings of the County Commissioners in a
well bound book prepared for that purpose alone, and perform
such other duties as may be required of him by the County

Commissioners, and as are now performed by the clerk of the
County Commissioners; and for the well performance of his
duties as clerk, he shall give bond to the County Commis-
sioners, in the sum of $1,000, for the faithful performance of
his duties as clerk, as before prescribed, which shall be filed in
