61. At the first regular meeting of the commissioners after

415

the annual election and the qualification of the newly elected
members, or as soon thereafter as practicable, the said commis-
sioners shall appoint one person as clerk to said board, one
person as treasurer, one or more persons as bailiff, one person
as tax collector, one or more persons as night watchman, and
one of the justices of the peace of Crisfield district as police
justice; provided, however, that one and the same person may
act in capacity of both clerk and treasurer, and that a bailiff
or watchman may also be collector of taxes; either of the
above named officers, for cause, shall be subject to removal by
a vote of four-fifths of the whole board; the commissioners
shall prescribe the duties of the above named officers and fix
their compensation by ordinance.

62. The commissioners shall keep a journal of their proceed-
ings and enter the yeas and nays upon any question, resolve
or ordinance, if required by any one member, and their delib-
erations shall be public.

63. The commissioners shall have control and charge of the
lighting of the streets of said town, and shall have power to
contract for the lighting of the same. The commissioners shall
have power to contract with any water company for the use
of water, for use in case of fire, for sprinkling the streets and
other public purposes.

64. The said commissioners shall have power to employ all
labor or authorize a bailiff to do so, and purchase all materials
that may be necessary, and to make contracts for public im-
provements and to fix the price for the same.

65. The commissioners shall have power to appoint special
police, for a term not to exceed forty-eight hours, when they
deem it necessary for the peace and good order of the town,
and to prescribe their duties and to fix their compensation.

68. The clerk shall keep a careful and accurate account of
the proceedings of the commissioners, and record all the
ordinances passed in well bound books, to be kept exclusively
for that purpose; keep all books, records, papers and docu-
ments in his safe custody; make out the assessment books,
issue licenses and permits, and receive the money therefor,
and pay the same over to the treasurer and make monthly
reports of the same. He shall file all accounts and claims
presented against the town, and when the same is approved
