residing in Somerset county and owning a freehold estate or
leasehold property for a term exceeding two years, within the
limits of said town, shall elect by ballot on the first Wednes-
day in June, in each and every year, commissioners in the
place of the commissioners whose term of office then expire.

57. Said commissioners shall annually appoint one person as
officer of registration, whose duty shall be to enter in proper
and convenient books, to be provided by said commissioners,
the names cf all persons applying for registration, whom he is
satisfied is entitled to vote; and said officer of registration is
hereby empowered to administer oaths to applicants and wit-
nesses touching qualification for town registration; said officer
of registration shall sit, with his official books, from one
o'clock P. M. to five o'clock P. M., on the Wednesday and
Thursday preceding every municipal election; right of- chal-
lenge and appeal for removal from lists of improperly regis-
tered person or persons refused registration, who feel them-
selves aggrieved by the decision of the registrar, shall lie to
the board of commissioners, who shall meet between the hours
of two and five P. M., the Friday before elections, to hear such
appeals and evidence, if any, and their decisions shall be final ;
but every applicant or challenger must be duly informed by
a bailiff of such appeal.

57 A. The registration list now used and made under existing
law or ordinance shall, together with such additions, omissions
and alterations as may become necessary, constitute such regis-
tration list; and such registration shall be essential to the right
of voting at any election held under this charter; the commis-
sioners or registrar shall give at least five days' notice of the
time and place of his sittings by hand bills posted in at least
ten conspicuous places in said town, or by advertisement in one
or more town newspapers; said registrar, as soon as his sittings
are finished, shall forthwith return all books and other official
papers and documents to the clerk of the town commissioners.

57 B. Any person who shall wilfully swear falsely before

registration list, shall be guilty of the crime of perjury, and
shall be liable to presentment and indictment in the Circuit
Court for Somerset County, and on conviction thereof shall be
fined not less than one hundred dollars or be confined in the
penitentiary of the State for not exceeding one year, and shall
forever thereafter be disqualified from holding any office of
