permitted to do so, and shall forfeit all right to collect the
same by legal process or otherwise, unless good and sufficient
excuse for such failure is given to and approved by the board,
with which the said account or claim is offered to be
filed; the said several boards and officers are hereby directed
and required, when requested by the said auditing committee
or any member thereof, to lay before the said auditing com-
mittee all books, accounts, vouchers, and other papers relating
to the receipt and disbursements of the public funds in their
hands or subject to their control; and the said several boards
and officers shall in every way expedite and facilitate the
work of the said auditing committee, to the end that the true
financial status and condition of the said several boards and
officers, and of Caroline county, may be fully and accurately
determined.

SEC. 5 A. And be it enacted, That Edward E. Goslin, George
H. Moore and William Stevens, be and are hereby made the
auditing committee for the year eighteen hundred and ninety-
four, subject to all the conditions and with all the powers and
privileges hereinbefore set forth for the government of subse-
quent auditing committees, to be appointed by the judges of
the Circuit Court as provided by this act.

SEC. 6. And be it enacted, That this act shall take effect
from the date of its passage.

Approved April 6th, 1894.

CHAPTER 283.

AN ACT to repeal Chapter 421 of the Laws of 1892, and
Sections 40, 41, 42, 43, 44, 45, 46, 47, 48, 49, 50, 51, 52, 53
and 54 of Article 7 of the Code of Public Local Laws, title
" Carroll County," sub-title " Hamstead," and to re-enact
said sections with amendments, and to add additional sec-
tions thereto.

SECTION 1. Be it enacted by the General Assembly of









Maryland, That chapter 421 of the Laws of 1892, and sec-
tions' 40, 41, 42, 43, 44, 45, 46, 47, 48, 49, 50, 51, 52, 53 and
54 of Article 7 of the Code of Public Local Laws, title " Car-
roll County," subtitle "Hamstead," be and the same are
