LAWS OF MARYLAND.

CHAPTER 165.

AN ACT to confirm Ordinance Number 32, of April 1st, 1884,
of the ordinances of the Mayor and City Council of Balti-
more, as it appears in Section 21 of Article 50 of the
Baltimore City Code of 1893.

Preamble.

WHEREAS, By ordinance number 32, of April 1st, 1884, of
the ordinances of the Mayor and City Council of Baltimore, as
it appears in section 21 of article fifty of the Baltimore City
Code of 1893, the Appeal Tax Court are authorized and directed
to have assessed for taxable purposes all new improvements
finished on or before the first day of April of every year, the
said improvements to be construed as finished when plastering
and inside wood work is completed; all appeals against assess-
ments of new improvements to be made within the year in
which said assessments were made; and

Preamble.

WHEREAS, Doubts have arisen as to whether it was compe-
tent for the Mayor and City Council of Baltimore to enact
said ordinance without legislative sanction and authority;
therefore,

Ordinance
confirmed.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That ordinance number 32, of April 1st, 1884, .of
the ordinances of the Mayor and City Council of Baltimore,
as it now appears in section 21 of article 50 of the Baltimore
City Code of 1893, be and the same hereby is ratified and
confirmed; this ratification to have the same effect as if the
Mayor and City Council of Baltimore, at the time of the pas-
sage of the said ordinance, and also at the time of the adop-
tion of the Baltimore City Code of 1893, had been fully
authorized by the General Assembly to pass said ordinance,
and to grant to the Appeal Tax Court the authority and power
therein contained; the said Mayor and City Council to have
the same power hereinafter in reference to the enforcement,
amendment and repeal of said ordinance as it would have if
this enabling act had been passed prior to the enactment of
said ordinance.

Effective.

SEC. 2. And be it enacted, That this act shall take effect
from the date of its passage.
