exceed the sum of two million dollars, and that the payment
of the bonds issued therefor, and of the interest thereon, shall
primarily be a charge upon the revenues of the water depart-
ment, although the entire credit of the Mayor and City Coun-
cil of Baltimore shall be pledged to the holders of said bonds
for the payment of said bonds and of the interest thereon ;
and for furnishing additional means, amounting to not more
than one million dollars, for the construction of the new court
house. If the Mayor and City Council shall elect not to pro-
vide for any one or more of the purposes above mentioned,
then the amount hereby authorized to be issued for such pur-
pose or purposes, shall be deducted from the total amount of
the issue hereby authorized, so that in no event shall the
total issue of four million dollars be authorized, except for
use for the purposes and in the amounts above set forth,
and for no other purposes and in no other amounts. The
said stock shall be in such amounts, payable at such time or
times, and shall bear such rate of interest, as the said Mayor
and City Council shall provide by ordinance; but the said

stock shall not be issued unless the ordinance, which the Mayor
and City Council of Baltimore is hereby authorized, shall be
approved by a majority of the votes of the legal voters of said
city, cast at the time and place to be appointed by said ordi-
nance in the provision for submitting the same to the legal
voters of said city, as required by section seven, article eleven,
of the Constitution of Maryland.

SEC. 2. And be it enacted, That this act shall take effect
from the date of its passage.

CHAPTER 150.

AN ACT to prohibit the laying of railway tracks upon Balti-
more street, between Patterson Park avenue and Canton
street, and upon Barclay street, in the City of Baltimore,
and upon Biddle street, in the City of Baltimore, between
Broadway and Maryland avenue, without the consent of the
General Assembly.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That it shall not be lawful for any person or
