two years and until their successors shall be elected and quali-
fied, and the three commissioners elected in eighteen hundred
and ninety-three shall serve until the end of the term of two
years for which they were elected. No person shall be eligible
as commissioner of said town, unless a freeholder over twenty-
five years of age, and a resident within said corporate limits at
the time of the election, and for at least two years preceding
the same, and his office shall terminate upon his removal of
residence from the town limits. No commissioner shall, dur-
ing his term of office, hold or be interested in any office under
the corporation, nor be a party, directly or indirectly, to or be
interested in any contract to which the corporation is a party.

SEC. 5. And be it enacted, That the said commissioners
elected hereunder shall meet on or before the first Monday in
June next succeeding their election, and shall choose one of
their number as president. They shall meet as often there-
after as necessary to a proper discharge of their official duties,
and shall continue in office until their successors shall be duly
elected and qualified; they shall receive no pay for their ser-
vices, except the president, who shall receive the fees herein-

after allowed; and in case of vacancy by reason of death,
refusal to act, disqualification, resignation or removal of any
of said commissioners out of the corporate limits, the commis-
sioners, or a majority of them, for the time being, shall elect a
commissioner to till said vacancy, who shall serve until after
the next succeeding town election, and until his successor shall
have been elected and qualified. If said vacancy shall occur
during the first year of the term, a commissioner shall be
elected at the regular town election for the residue of said
term.

Judges of
election,

SEC. 6. And be it enacted, That the commissioners shall
annually, on or before the first Monday in April, appoint three
judges of election, who shall appoint one clerk; and the said
judges shall conduct the election by ballot, and the polls shall
be opened at two o'clock and closed at six o'clock in the after-
noon; and the judges and the clerk shall make their returns to
the commissioners, but shall receive no compensation for their
services.

Treasurer to
be elected

SEC. 7. And be it enacted, That on the same day on which
the commissioners are to be elected under this act, and on
every first Monday in May, in each and every second year
thereafter, one person, a legal voter in said town, and owner
