to the white schools, the State Normal School for whites and
the State Board of Education, in the proportions to which
they are respectively entitled; for donations to colleges, acade-
mies and schools, as set forth in acts and resolutions of the
General Assembly, heretofore passed, forty-four thousand five
hundred dollars, or so much thereof as may be necessary; pro-
vided, that none of the appropriations to colleges, academies
and schools shall be paid to any of said institutions, excepting
to such as shall have made a full report as required by section
seventeen of article seventy-seven, of the Code of Public Gen-
eral Laws; and for the instruction of the indigent blind, to be
applied under the direction of the Governor, in accordance
with the provisions of the act of eighteen hundred and sixty-
eight, chapter two hundred and five, as amended by the acts of
eighteen hundred and ninety- four, twenty-one thousand dollars,
or so much thereof as may be necessary.

nor by article three, section thirty-two of the Constitution, ten
thousand dollars, or so much thereof as may be necessary ;
one thousand two hundred dollars, or so much thereof as may
be necessary, to be used for the salary of a stenographer and
typewriter, three hundred dollars to pay the salary of a janitor
of the House of Delegates, and six hundred dollars to pay the
salary of an assistant janitor and keeper of water-closets; for
the contingent fund of the Treasury Department, for adver-
tising, stationery, blanks, books, expressage, telegrams and
other incidental expenses, twenty-five hundred dollaas, or so
much thereof as may be necessary; for the contingent fund of
the Comptroller's office, for printing blank licenses, protests,
circulars, warrants, books and other office expenses, three
thousand dollars, or so much thereof as may be necessary;
for the contingent fund of the Land Office, six hundred dol-
lars, or so much thereof as may be necessary; for the contin-
gent fund of the Court of Appeals, one thousand dollars, or
so much thereof as may be necessary; for the contingent fund
of the Attorney-General, for printing and traveling expenses,
clerical services, stationery, postage and other necessary ex-
penses, thirteen hundred dollars, or so much thereof as may
be necessary; for the contingent fund of the Board of Public
Works, fifteen hundred dollars, or so much thereof as may be
necessary; for the contingent fund of the State Librarian, for
porterage, postage, freight, purchase of stationery and other
