in such penalty as they may prescribe, not less than double the
amount of the taxes levied, and shall receive such compensa-
tion for their services as the burgess and the commissioners
may deem proper, which shall be fixed at the date of their
appointments, and they shall receive no other fee or compensa-
tion; and any tax collector or treasurer violating any of the
provisions of this section, shall be liable to indictment in the
Circuit Court for Washington county, and upon conviction, be
fined or imprisoned, or both, in the discretion of the court.
All money in the hands of any retiring collector shall be paid
to his successor, who shall receive and pay the same to the
treasurer; and the retiring collector shall collect the unpaid
taxes due for the year of his appointment, and pay the same
to its treasurer, who shall receive and credit the same to the
several accounts for which it was received.

SEC. 13. The burgess and commissioners shall have power to
pass all ordinances necessary for the good government of the
town; to prevent, remove and abate all nuisances or obstruc-
tions in or upon the streets, highways, lanes or alleys, drains
or water courses, or in or upon any lot or lots adjacent thereto ;
and to provide for imposing a fine or fines upon any person or
persons causing or creating any such nuisance or obstruction ;
to remove or cause to be removed, houses or other structures
that may be dangerous to persons passing along and over any
highway of the town; to make and establish grades upon the
streets and highways of the town; to cause the sidewalks and
gutters along the public streets and highways of said town to
e graded, paved, repaved or improved at the cost and expense
of the abutting property or the owner thereof; to cause the
water courses and drains of the town to be kept in repair
and clean; to suppress vagrancy; to prohibit and restrain
the keeping of bawdy houses or houses of ill fame within
the town limits, and to provide for the punishment of all

persons who shall keep, authorise or suffer any such bawdy
house or houses of ill fame to be kept; to regulate and pro-
vide for the issuing of licenses of or vending of wares and
merchandise within the corporate limits of said town, and
to issue licenses and permits for all hawking, peddling of wares
and merchandise of every description upon the streets or high-
ways, and to issue the same to all itinerant peddlers who may
go from house to house to vend or sell any wares or merchan-
ise; to regulate and license saloons, restaurants, hackney car-
riages, omnibuses or other vehicles used in said town for the
carriage of passengers and travelers; provided, that no greater
