CHAP. 499

Taxes to be
levied.

SEC. 7. And be it enacted, That the commissioners shall
have power to assess an equal tax on the property within
the limits of said town to such an amount each year, not
exceeding fifty cents on each hundred dollars' worth of
property, as may be deemed necessary for the government of
said town, which taxes so levied and assessed shall be col-
lected promptly by the bailiff of said town or by whomso-
ever may be appointed to collect same by the commissioners ;
and said collector shall have the same power to distrain for
taxes as the collector of public county taxes has to distrain
for the same; and the commissioners shall have the right to
fix the amount of bond, rate of compensation and prescribe
the duties respectively of said collector.

SEC. 8. And be it enacted, That all fines and forfeitures
imposed by the ordinances of the town shall be imposed by

a justice of the peace of Wicomico county, upon a warrant
issued to the bailiff of said town or a constable of said
Wicomico county, and the person convicted in default of the
payment may be committed to the jail of Wicomico county
or any place of confinement provided by the commissioners
of said town.

SEC. 9. And be it enacted, That in case of death or refusal

Parker and D. James Davis be and they are hereby
appointed registers to hold the first resistration of voters
under this Act, and that immediately after the passage of
this Act they shall give at least ten days' notice of the time
and place by handbills posted in at least three public places
in said town, at which all qualified voters as prescribed in
the third section of this Act may be registered; and the said
officers of registration shall take the oath before a justice of
the peace of said county to permit every qualified person to
register and none other. The majority of said registration
officers shall have the power to do all things under this sec-
tion in case one of them dies or refuses to act; and the said
