SEC. 5. And be it enacted, That the said commissioners of
Pittsville skall appoint every year, at least ten days before
the day of election, three judges to hold election; they shall
keep the polls open from five o'clock until eight o'clock in
the evening, and shall conduct the said election in the same
manner in which elections are usually held or conducted, as
far as may be consistent with the provisions of this Act; and
the said judges shall make returns under their oaths, hands
and seals to the clerk of the Circuit Court for Wicomico
county of the persons elected and the position to which they
have been elected.

SEC. 6. And be it enacted, That the said commissioners
shall have power to pass all ordinances necessary for the

good of said town; to prevent, remove and abate nuisances
and obstructions in or upon the streets, highways, lanes or
alleys, drains or water courses or in or upon any lot or lots adja-
cent thereto, and to provide for imposing a fine or fines upon
any person or persons causing or creating any such nuisances
or obstructions; to remove or cause to be removed houses, other
structures that may be dangerous to persons passing along or
over any of the said highways of said town; to make reason-
able regulations in regard to buildings to be erected in said
town, and to grant building permits for the same; to extend
streets; to open alleys; to make grades, open streets and
highways of said town; to cause the sidewalks and gutters
along the public streets to be graded and paved, repaired or
improved, at the cost and expense of the abutting property,
or the owner thereof; such paving or grading to be made
economically so as to minimize the expense thereof; to con-
trol and protect the public grounds and property of the
town; to establish and regulate a station house or lockup for
the temporary confinement of the violators of the laws and
ordinances of the town; to suppress vagrancy; to prohibit
or restrain the keeping of bawdy houses or houses of ill-
fame within the corporate limits, and to provide for the
punishment of all persons who shall keep or suffer to be
kept in their property any such house or houses; to regulate
and provide for the issuing of licenses or permits for all
hawking, peddling or vending of wares and merchandise of
every description upon the streets, or highways of the town,
and to demand a license from all players or snowmen exhibit-
ing within said town; provided, that no greater sum than
fifty dollars shall be charged for any one license.
