which such taxpayer may be charged.

in the last revised list of assessments, and of all buildings
and improvements, and of all property created or required
since said revised assessments, and he shall value the same
at the full cash value thereof, and shall make return thereof
to the County Commissioners with the postoffice address of
the persons assessed; and for the purpose of assessment the
said treasurer shall be clothed with the power of general
assessor, and shall receive the fees heretofore allowed by
law or usage, to collectors of taxes for assessing new prop-
erty in said county, and his valuation shall be subject to
revision and correction by said commissioners, upon appeals.
Before any assessment made as aforesaid shall become valid,
five days' notice tberaof in writing shall be given to the owner
of the property to be assessed, and if such be not found
within the limits of said county, then the same shall be given
to the person in possession of the property to be assessed,
in whose custody the same may be, or if it be land, and no
one is in the apparent occupancy thereof, then such notice
shall be posted on said land.
