clerk a name of a voter of the town to act as judge. In the
event there are less than three names for judges filed the
person or persons whose name or names shall have been
filed as above provided shall select such other person or
persons, voters of the town to act with him or them as judges
of election, but if more than three names are so filed the
town clerk shall draw by lot from the names filed three
names, in the presence of the candidates, if they desire to be
present, and the person or persons whose names are drawn
shall be the judges of election, and the judges so chosen
shall before the election select two voters of the town to act
as clerks of election. Said judges and clerks shall serve at
any and all special elections which may be held within two
years after their election. Each judge and clerk shall be a
man of good character, able to read and write and speak
English language, and not holding any other office under the
town government. And in the case of death, resignation,
removal from the town or refusal to serve of any judge, the
remaining judges shall elect some voter of the town to fill
