the city of Baltimore, let the sub-contract for roofing the
same to William T. McDermott, who has done the work
under said sub-contract to the amount of $9,573.50; and
WHEREAS, The said E. M. Noel, without notice to said
William T. McDermott, assigned all his interest in the erec-
tion of said armory to the Commonwealth Bank; and
WHEREAS, The said bank collected the various payments
from the trustees of said armory due the said E. M. Noel
and applied them to the satisfaction of debts due by said
E. M. Noel to said bank; and
WHEREAS, After the completion of the said work under
the said sub-contract said E. M. Noel made an assignment,
leaving a balance due and unpaid to the said William T.
McDermott of $3,437.50; and
WHEREAS, The title" of said building being vested in the
trustees, who hold the same for the State of Maryland, the
said William T. McDermott was debarred from filing any
lien upon said armory; and
WHEREAS, The said William T. McDermott died on the
18th day of March, 1905; and
WHEREAS, Estella A. McDermott, his widow, was granted
letters of administration of his personal estate on the 24th
day of March, 1905, by the Orphans' Court of Baltimore
city; therefore,
Section 1. Be it enacted by the General Assembly of Mary-
land, That the sum of $3,437.50 be and same is hereby
