erick and Hagerstown Railway Company shall have power
and authority, to issue mortgage bonds with or without
coupons attached, in such amounts as its board of directors
may deem advisable for building, equipping and maintaining
the said road, its extensions and branches; provided, that
the said corporation shall not be authorized and empowered
to manufacture, sell, furnish or supply gas or electric light
or electric power in Baltimore city or Baltimore county, or
in the city of Hagerstown in Washington county; provided,
however, the provisions of this Act shall not apply "to the
city of Baltimore without the full consent and authority of
the Mayor and City Council first had and obtained by ordi-
nance thereof.
SEC. 4. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 446.
AN ACT to repeal and re-enact with amendments Section 5
of an Act of the General Assembly of Maryland of 1890,
Chapter 543, entitled "An Act to provide for the speedy
and prompt collection of taxes in Worcester County."
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 5 of the Act of the General Assembly of

Maryland of 1890, Chapter 543, be and the same is hereby
repealed and re-enacted with amendments, so that said Sec-
tion 5 shall read as follows :
5. That the clerk of the County Commissioners shall be
the treasurer of the said board and as such shall receive all

money that shall be collected by the said collectors of county
taxes and all other money due the county, and shall pay out
all money so received on order of the County Commissioners,
and the County Commissioners may order said moneys to be
deposited in bank and may adopt such methods for the dis-
bursement thereof as they may deem best, and the said clerk
and treasurer shall open an account with each collector in a
