Section 113. And be it further enacted, That the male citi-
zens of said town of the age of twenty-one years and upwards,
being citizens of the United States, and who have resided in
said town for six months next thereto preceding, shall elect
by ballot on .the first Monday in June in each year a Mayor
and five Councilmen, who shall serve for two years from the
time of their election or until their successors are elected
and qualified; in case of death, resignation or failure to qualify
of any party elected as Mayor or Councilman, the corporate
board (not less than a quorum being present) shall fill such
vacancy by the election of some other qualified inhabitant of
Grantsville to fill the unexpired term of the party whose
place shall thus have become vacant; the Mayor and Coun-
cilmen during their offical term shall hold no other corpora-
tion office, nor be interested in any contract to which the said
corporation is a party, or where the money for said contract
is to be paid out of the corporation treasury.
Section 114. And be it further enacted, That the Mayor and

Council herein named shall have power to pass all such
ordinances as may be necessary to regulate the holding and
conducting of the elections herein provided for, or which
may be hereafter authorized to be held, to appoint judges of
election and clerks of election, and to provide to whom and
the mode and manner to which and in which the returns of
said elections shall be made; and no one shall be eligible
for the office of Mayor or Councilman of said town unless he
shall be a real estate owner in said town and shall have
resided therein for two years previous to his election; the
first election under this Act to be regulated and conducted in
the manner now regulated by law for the election of commis-
sioners of Grantsville, and by the present board of corpora-
tion officers of said place.
Section 115. And be it further enacted, That the newly

their election, shall meet for organization and shall choose
some one of their number as president of the board, whose
duty it shall be to preside at all meetings, preserve order
and to give such directions as may be deemed necessary by
said board of councilmen to carry into effect the provisions

be entitled to vote at said meetings of said Council unless
there should be a tie vote, and in that case he shall have the
