tion awarded to any person before any street, road, lane or
alley shall be opened, closed, established or altered, and to
enact all ordinances from time to time necessary and proper
to the exercise of the powers granted in this section; pro-
vided, that whenever the Council proposes to open, close,
alter or establish any street, road, lane or alley they shall
give at least thirty days' notice by advertising or handing
bills to all parties interested of their intention, and the time
of consideration of such action; to provide for the codifica-
tion of all ordinances that may be passed, and the printing
and publishing of the same; and the printed copy of all such
ordinances when approved by the Mayor and Council shall
be legal evidence of the passage of such ordinances and of
the contents thereof in any court of this State; to provide
penalties, not exceeding thirty days, for the violation -of
ordinances, or both fine and imprisonment.

mercial character in excess, in any year, of the receipts of
the annual levy, except that the said Mayor and Council of
Midland shall have power to borrow a sum not exceeding
two thousand dollars for the purpose of building a lockup,
a building suitable for a Council chamber and a house for fire
apparatus, payable within any time within seven years; and
for the redemption of the principal thereof and the payment
of the interest thereon they are authorized to levy upon the
assessable property within the corporate limits, annually, a
sufficient pro rata sum, to be set apart as a sinking fund for
the redemption of the fund so allowed to be borrowed afore-
said, when the same shall become due, and also a sufficient
pro rata sum to an amount not greater than six per centum
interest on the said sum so authorized to be borrowed.
