of the corporation not herein provided for shall be fixed by
the Council. No money shall be payable on any bill or
order unless first audited and accepted by the Council, and
any order drawn upon the treasurer shall so state, with the
date of passage by the Council.

General Powers of Mayor and Council.

Section 184 A 10. The Mayor and Council of Midland
shall have power to pass all ordinances necessary for the

good government of the town; to prevent, remove and abate
all nuisances or obstructions in or on the streets, highways,
lanes, or lots adjacent thereto; to make reasonable regulations
in regard to buildings to be erected in said town, and to
grant building permits for the same; to make and establish
grades upon the highways and streets of the town; to cause
sidewalks, curbs and gutters to be laid, graded, paved,
repaired or improved along the streets and highways of said
town at the cost and expenses of the abutting owners; to
cause the water courses, drains, or sewers of the town to be
kept in repair and cleansed; to regulate sales in the streets,
alleys and public places of the town, and regulate and pro-
vide for the licenses of peddlers, hawkers and venders of
merchandise and patent medicines, and traveling circuses
and shows of every description; to establish and regu-
late the station house or lockup for temporary confine-
ment of violators of the laws and ordinances of the town,
and to erect a suitable building to be used as a Coun-
cil chamber and a house for fire apparatus; to suppress
vagrancy; to open and close streets, roads, lanes and alleys,
and to establish footways, when in their judgment the public
welfare or convenience may require; to provide for ascer-
taining whether any and in what amount damages shall be
caused thereby, for which the owner or possessor of any
property through which such street, road, lane or alley may
pass, are to be compensated; to provide for granting
appeals to the Circuit Court for Allegany county from the
decision of commissioners or any other persons appointed
in virtue of any ordinance; to ascertain the damage occa-
sioned by the opening, closing or establishing or altering of
streets, roads, lanes or alleys in said town, and for securing
for the person injured the right, on application within thirty
days from the return to the commissioners, to have decided
