ated, and those conferred by the public general laws afore-
said, the said corporation shall have and enjoy also the
powers, rights and privileges hereinafter named.
SEC. 2. And be it further enacted, That whenever the charter

of said company shall have been approved by the Attorney-
General and said company has shown to the satisfaction of
the Insurance Commissioner that it has secured bona fide
engagements of insurance of a face value of not less than
three hundred thousand dollars ($300,000), together with the
full mutual premium therefor as based upon its schedule of
insurance rates, and is ready to issue the policies therefor,
and has furnished the names and residences of said proposed
policy-holders, then the said company shall be authorized to
begin business and write binding policies of insurance, and
the certificate of the Insurance Commissioner shall be con-
clusive evidence of such authority.
SEC. 3. And be it enacted, That this Act shall take effect
from the date of its passage, and all laws inconsistent with

this Act so far as they apply to said company are hereby
repealed.

AN ACT to repeal Section 200 of Article 81 of the Code of
Public General Laws, entitled "Revenue and Taxes," and
to re-enact the same with amendments.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 200 of Article 81 of the Code of Public

thereto, as follows :
200. The several boards of County Commissioners shall,
in addition to the powers now vested in them by law, have
