in said county," then the said County Commissioners shall
employ a civil engineer, and in advance of his employment
make a contract with him for the amount to be paid him for
examining such bridges and drawings and making plans and
specifications for the repair and also for supervising the
work on said bridges until the same is completed and the
respective bridges ready for public travel.
SEC. III. And be it enacted, That any such bridges shall be

so repaired, constructed or reconstructed and all new piling,
abutments and other features of the construction of such
bridges shall be of a permanent nature.
SEC. IV. And be it enacted, That the said County Commis-
sioners, after having plans and specifications for the con-
struction, reconstruction or repairs of said bridges prepared

for the construction, repairs or reconstruction of the same,
shall advertise for the proposal for that or those purposes
for ten days in some daily newspaper published in Baltimore
city, and also in papers published in Anne Arundel county,
doing the county publishing, for at least two weeks; said
proposals to be delivered sealed to the County Commis-
sioners on the day fixed in said advertisements for the open-
ing of said proposals; and on the day fixed for opening said

proposals the said County Commissioners shall publicly
open said bids and award the contract therefor to the lowest
responsible bidder; and the person who shall be awarded
the contract for said work shall immediately enter into a
bond in double the amount of the contract price for the com-
pletion of said work; and if said contractor or contractors
shall fail to comply with all requirements and specifications
of the same within five days, the said County Commis-
sioners may give the work to the next lowest bidder or
advertise a new; provided, that no bid shall be considered
unless the party bidding shall file with the said board of

burse them for the advertising or re-advertising the bids pro-
vided in this said section. And the bridge engineer employed
by the said County Commissioners to make plans and specifi-
cations for repairing, constructing and reconstructing such
bridges shall give the County Commissioners an estimate of
the probable time required to complete the said work and
the probable cost of the same; and each bidder shall be
required to state the time in which he will complete the work
