boundary between districts, the County Commissioners shall
assign to each district its portion of said road, bridge and
culvert, and the said roads, bridges and culverts shall be
built or repaired under the supervision of a non-paid com-
mission, which is provided for in Section 7 of this Act,
under plans and specifications prepared by a competent
engineer, said engineer to be appointed by the County Com-
missioners, and to be paid out of the funds arising from
the sale of said bonds for the actual work performed by him.

Section 7. Se it enacted, That the County Commissioners

each of the several districts that shall petition the County
Commissioners as provided for in the foregoing sections of
this Act, who shall be registered voters of the district from,
which the said petition was filed, and whose duties shall be :
(1) to select the roads to be improved, repaired or built; (2)
to determine the character of material to be used in the
building or repairing of said roads; (3) to determine whether
the work to be done shall be let by contract or performed by
day labor, and if by day labor said non-paid commission
shall have charge of said work, employing such labor, teams
and such equipment as may be necessary, and shall dispose
of the same in such manner as will be most economical and
best for the benefit of the public; (4) the said non-paid
commission shall require the engineer herein provided
for to certify, at the conclusion of the grading by the
non-paid commission, whether or not the grades of the
roads to be repaired or built are in accordance with
the specifications prepared by said engineer for such
road; (5) and to have general supervision over the said
work. All moneys paid for work done and material fur-
nished upon said roads shall be paid by the County Com-
missioners upon vouchers presented to said County Commis-

so built or repaired shall be of stone, gravel or other hard
substance, and shall be built under the plans and specifica-
tions furnished by said engineer, giving the grades, levels,
etc., and an estimate of the probable cost of constructing
said road with the materials recommended to be used by the
said non-paid commission; but no engineer or neither of
said non-paid commission shall have any pecuniary interest
