said county except as provided for by Section 252, and also
upon the following terms: That each and every applicant
for a license shall be recommended to the clerk of the
Circuit Court for Prince George's county by at least five
respectable freeholders dwelling within a radius of one mile
from the place at which such business is to be carried on,
as a fit person to traffic in spirituous or fermented liquors or
alcoholic bitters; this section shall not apply to the second
and sixteenth districts of said county, which are specially
provided for by Section 253 A of this Act, nor to the tenth
district of said county.

Section 253 A. No spirituous or fermented liquors or lager
beer shall be sold in the second or sixteenth election dis-

tricts of said county except as provided for by Section 252
of this Act, and upon the following terms and conditions
that each and every applicant shall make written application
to the clerk of the Circuit Court, sworn to before some jus-
tice of the peace of said county, stating that he will main-
tain at all times at least three comfortable rooms outside
of those used for his family, for the accommodation of
travelers or guests in the building or house wherein such
liquor is sold, proper accommodation for at least four
horses and two vehicles for travelers or guests upon such
premises, and be able to furnish wholesome food at all reason-
able times; that such applicant has made a residence of the
second or sixteenth district for two successive years pre-
ceding the filing of his petition or that the place so used
or to be used has been licensed as a place for the sale or
barter of spirituous or fermented liquors or lager beer for at
least two successive years prior to the filing of the petition ;
that such house, place or premises are not used nor will be
used for the retailing of any groceries, provisions or dry
goods or for any bake shop or for any coal or wood yard or
for the sale of any drugs or medicines if the place of busi-
ness is within the town of Bladensburg; that such house or
place wherein it is desired to sell such liquor or beer is
assessed at the time of filing such application for at least
$2,500; that he will not knowingly sell or allow to be sold
or given away any liquor on Sunday or any general election
day or to any minor or any person intoxicated, nor allow
any person to loaf or loiter on or about said premises, or to
permit gambling therein; every such application must be
