	Oath to be taken.	he proceeds to act as such shall make oath before some jus- tice of the peace for Garrett county, that he will diligently and faithfully, according to the best of his skill and judg- ment, perform the duties of Mayor or Councilman, as the case may be, without favor, partiality or prejudice; and a certificate of such qualification shall be returned by the said justice of the peace to the said Council, to be filed and recorded among their proceedings. Section 138 G. That the said Council shall meet at such
	Time and place of meeting, etc	place as they may appoint, within said term, on the first Monday of every month ensuing their election, and as much oftener by adjournment as they may deem necessary; that the said Council shall elect a president of the Council and appoint a clerk, a bailiff, a treasurer, an attorney, a tax col- lector, and one or more assessors of taxes, and fix their salary for compensation. All the officers appointed by said Council shall hold their respective office for one year from the date of their appointment or until their successors are appointed and qualified. Section 138 H. The clerk before entering upon his duties- shall take the oath herein prescibed for the members of the
