their proceedings to the clerk of the Circuit Court for Alle-
gany county, who shall place said cause upon the trial docket
of the Circuit Court for the next succeeding term, and the said
party appealing shall have the right to be heard on all
points which he has made before the commissioners as con-
tained in his specific objections filed with said commission-
ers, and no other. And upon all legal questions decided
adversely to him he shall have the right to an appeal to the
Court of Appeals of Maryland in the same manner as in
other appeals in actions at law. And the said Mayor and
Councilmen are hereby authorized to make said assessment
or lien and to enforce the payment of the same in the same
manner as provided for in Sections 169 and 170 of this
Article.

173. The bailiff of said town may make all collections
required of him at any time within the year for which he was
appointed.

174. During the month of May in the year 1906, and

every year thereafter, the Mayor and Councilmen may
appoint a supervisor or supervisors of the streets, lanes or
alleys of said towns and direct in what manner the same
shall be kept up and repaired, and may allow such super-
visor such compensation for their services as they may deem
reasonable.
BAILIFF NOT TO ENTER SALOON WITHOUT CAUSE.
175. That it shall be unlawful for the bailiff, night police,

or any one acting for or as a special police, to enter any
saloon while on duty, unless he shall hear noises or dis-
turbances, in any saloon in said town of Frostburg ;
then it shall be his duty to enter the place and arrest
all persons concerned in riotous conduct and have them
dealt with according to law. Any officer violating the
foregoing section shall be fined by the Mayor five ($5) dol-
lars, and for the second offense may be dismissed from
office, and his place filled by the Mayor and Councilmen for
the remainder of his term. If he should deny the charges
he should be given a trial before the Mayor and Council-
men, and their verdict shall be considered final, it taking
five votes to render a verdict; any fine that shall be imposed
