votes at the last general election in the State of Maryland,
and the other one of whom shall be selected from the politi-
cal party of said State polling the next highest number of
votes at said last general election, all of whom shall be free-
holders and citizens of said county, who shall hold office for
two years from the first day of April, 1906, or until their suc-
cessors are appointed and qualified, and their duties shall be
as hereinafter prescribed; they shall meet at an office to
be provided for them by the County Commissioners in the
court house at Upper Marlboro monthly, on or before the
second Tuesday in each month, or oftener if necessary, and
consider and act upon all applications for license to sell
liquors or intoxicating drinks in Prince George's county
which shall be made to them. They shall on such applica-
tion or applications determine by yeas and nays whether or
not they will grant any such license or licenses of any appli-
cant or applicants; and their proceedings shall at their
meetings, of which due notice shall be given, be always open
to the public. The said members of said board shall

receive a salary each of one hundred and fifty dollars per
annum, payable quarterly; and may employ a clerk at a
salary of one hundred and fifty dollars per annum payable
as aforesaid, and an attorney at a salary of one hundred
dollars per annum also payable as aforesaid; all of said
salaries to be paid out of said license fund hereinafter men-
tioned.
251 B. All licenses to sell spiritous or fermented liquors
in Prince George's county as herein provided for shall be

issued by said board of liquor license commissioners, and
shall be signed by the president of said board and duly
attested by their clerk, and shall begin on the first day of
May in each and every year, and run for one year; and all
licenses taken out during any month shall be dated as of the
first day of the month of its issue, and no license shall be
issued to any person until the license fees provided for shall
be first paid to said board of liquor license commissioners.

shall have power and are hereby directed to formulate and
issue such rules and regulations for the proper conduct of
said places of business or saloons or restaurants hereinafter
intended to be licensed by them as hereinafter provided, so
that good order may be preserved and maintained therein,
