said sections herein designated shall be null and void; and
the Mayor and Council shall give five days' notice that the
matters provided for in this Act will be submitted to the
voters of Hagerstown, by publication in the daily news-
papers of said town, five days before the day of said election.
SEC. 7. And be it enacted, That this Act shall take effect
from the date of its passage.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Governor be and he is hereby authorized and
empowered to appoint an additional justice of the peace in
and for Election District No. 5 of Charles county.

CHAPTER 117.
AN ACT to enable James S. Rice, trustee, to complete the
collection of State and County taxes for the second collec-
tion district of Worcester County, Maryland, for the years
1896 and 1897, to enforce the payment of taxes not hereto-
fore collected by him.
WHEREAS, Charles W. Clayville was duly appointed by the
County Commissioners of Worcester county, Maryland, Col-

lector of both State and County taxes, which were levied
upon the taxable property of the second collection district of
said Worcester county in the years 1896 and 1897, and as
such collector became duly qualified by executing his
approved bonds, and
WHEREAS, The said Charles W. Clayville died before com-
pleting the collection of the taxes aforesaid; and
