for the submission of an ordinance to that end to the legal
voters of the city, of Baltimore; and to empower the Mayor
and City Council of Baltimore to assess the cost of any work of
said commission in part, upon the property bounding upon any
public lane, alley, avenue, street or highway in the city of Bal-
timore, upon which such work shall be done by said commis-
sion, and to collect and make use of such assessments for the
