CHAP. 826

Election to be
held for
mayor and
councilmen.

SEC. 3. And be it enacted, That the citizens of said town,
shall, on the first Monday in May, 1906, and every second
year thereafter on the first Monday in May, at such place or
places as shall be designated by the judges of the election,
between the hours of 5 o'clock, P. M. and 9 o'clock, P. M.,
elect by ballot one person as Mayor of said town, who shall
serve for a term of two years, or until his successor is elected
and qualified. The citizens of the aforesaid town shall also
elect, on the first Monday in May, 1906, two persons to be
members of the Council of said town, who, together with the
present members, Thomas A. Weaver and Joseph M. C. K.
Fowler, who were elected on the first Monday in May, 1905,
to serve for a term of two years, and whose terms expire in
May, 1907, shall, with the Mayor, constitute the Council.

1906, and annually thereafter, two persons to be members of
said Council of said town, who shall serve for a term of two

qualifications of voters for Mayor and Councilmen shall be
the same as prescribed for voters by the laws of this State ;
they must have resided within the corporate limits of said
town for at least six months preceding election ; the Mayor
and Councilmen must continue to reside in said town during
their term of office and they shall receive no fees or com-
pensation for their service, except that the Mayor shall
receive the fees hereinafter allowed.

SEC. 4. And be it enacted, That the Mayor shall preside at
all meetings and call such meetings from time to time as he

may deem necessary ; but in the event of the absence of the
Mayor from any meetings, the members of the Council present
shall elect one of their own number to preside during his
absence, who shall for the time being be clothed with all the
powers and authorities of said Mayor ; the Council shall pass
rules and by-laws for their own government while in session ;
all vacancies in the Council caused by absence from its session
for more than three consecutive months, without satisfactory
excuse or otherwise shall be filled by an election after ten
days' notice having been given as to the time and place ; in the
event of the death or resignation of the Mayor, the Council
shall elect one of their number to fill the vacancy until the
expiration of the former Mayor's term. If at any time
during his term as Mayor the Mayor shall have cause to
