daily newspapers of Baltimore city for the construction and
completion of said warehouse and the equipment thereof
with suitable appliances for a tobacco warehouse, which
proposals shall be sent in sealed envelopes, in care of the
Governor of the State, addressed to said commission and
shall be publicly opened by said commission on the day
named in said advertisement; said proposals shall set forth
the amount of money for which the party or parties pro-
posing will complete the warehouse according to the plans
and specifications, and the time or times at which pay-
ment therefor shall be made, and the time or times when

said warehouse will be completed; and the said commis-
sion shall award the contract to the lowest responsible
bidder or bidders, upon such bidder or bidders giving bond
to the State of Maryland, with such security and in such
penalty as said commission shall determine, conditioned for
the faithful discharge and execution of the contract entered
into, which bond shall be liable at the suit of the State of
Maryland for the violation of its conditions; and said com-
mission is hereby authorized and required to employ a skill-
ful and competent architect, under whose control and super-
vision said plans and specifications shall be prepared, and
under whose control and supervision as to workmanship and
materials said warehouse shall be erected; and said commis-
sion shall in like manner determine upon proper appliances
and equipments for said warehouse, and shall at such time
as said commission may deem proper advertise for proposals
for said appliances and equipments, and the necessary furni-
ture for said warehouse or the office to be erected therein,
and shall award said contract to the lowest responsible bid-
der, who shall give bond for the faithful performance of the
contract as required to be given by the contractor for the
erection of said warehouse, and in such penalty as said com-
mission shall determine.

SEC. 5. And be it further enacted, That for the purpose of

nishing the appliances and equipments therefor, and all other
necessary expenses, the money now credited to the tobacco
warehouse fund from the collection of the insurance from
the former warehouses Nos. 1 and 2 and the sale of the sites
