CHAP. 796

Special tax
levied and
collected.

SEC. 4. And be it enacted by the General Assembly of Mary-
land, That the Mayor and Council of Glen Echo are hereby
authorized, directed, empowered and required to annually
levy and collect a special tax of not exceeding twenty-five
cents on every one hundred dollars of taxable property within
the corporate limits of Glen Echo, to pay the interest on said
bonds and to gradually redeem and retire such bonds until
they shall have all been redeemed and retired; and the pro-
ceeds of such tax shall be collected by the said Mayor and
Council of Glen Echo and forthwith applied by them to the
redemption of said bonds as they shall become redeemable;
and the said taxes are hereby inviolably dedicated to the
payment of the interest and principal of said bond issue, as
well as to the maintenance of said water sewer system; said
tax to be levied and collected as other taxes of said town are
levied and collected.
SEC. 5. And be it enacted by the General Assembly of Mary-

land, That the Mayor and Council of Glen Echo be and they
are hereby authorized and empowered to negotiate, sell, or
dispose of the said bonds as hereinbefore provided for, or as
many thereof as they shall deem proper, and with the pro-
ceeds thereof to acquire as aforesaid, maintain and keep in
repair said water and sewer system; provided, however, that
no bonds be sold or disposed of for less than their par value ;
and the said Mayor and Council of Glen Echo are further-
more fully authorized to make all necessary rules and regula-
tions, and to pass all necessary ordinances, with the penalties
for their violation, and to do all necessary acts for the
proper managing, maintaining and repairing of said water
and sewer system, and for the protection thereof, and to
condemn all lands necessary for the acquiring and operating
of said water and sewer system and plants thereof, which
condemnation shall be had in the manner provided for by
law.
SEC. 6. And be it enacted, That the Mayor and Council of

Glen Echo shall submit to the vote of the legally qualified
voters of said town the question whether or not the said
town shall issue the said bonds to the amount of not more
than seven thousand dollars, as hereinbefore set forth, at a
special election to be held in said town after ten days' public
notice thereof, by publication at least once before the said
election, in some newspaper published in Montgomery
