SEC. 18. And be it enacted, That the Council may adopt
suitable measures for the removal of refuse and garbage by

a special tax for that purpose, to be imposed on the occu-
pants of the respective premises and collected thereupon,
provided that the owners of said property shall be respon-
sible 'for said tax in case the same cannot be collected from
the occupants of the premises in question, and it shall be a
lien on said property and collected as other taxes are col-
lected; and the Council may pass suitable ordinances to
enable the proper official or officials to collect and remove
all filth from the town and provide for the disposal thereof.
The special tax provided for in this section for the purpose
aforesaid shall not exceed the sum of fifty cents per month
on any one dwelling.

SEC. 19. And be it enacted, That the Council may in their
discretion exempt and release from assessment and taxation

for municipal purposes any or all machinery plants and
property erected in the town of Somerset for manufacturing
purposes after the passage of this Act for a period not
exceeding five years, by special agreement or otherwise.

SEC. 20. And be it enacted, That whenever it shall become
necessary for any purpose under this Act to serve a notice

persons, body corporate or bodies corporate owning any
property within the limits of said town, who may be absent
therefrom or a non-resident thereof or upon which, or their
proper representative or representatives in the case of cor-
porations, personal service cannot be had for any other
reason, and the marshal make return to that effect, service
of notice or protest may be made by publication of said
notice or process once a week for three successive weeks in
the official journal of the town or in some newspaper pub-
lished in Montgomery county, which said notice or process
by publication shall be as good and effectual as personal serv-
ice; provided, a copy or copies of the same be mailed to the
last known address, if any, of such person or persons, body
corporate or bodies corporate, and affidavit be made of such
mailing or to the effect that there is no such known address.

SEC. 21. And be it enacted, That those parts of the several
