he shall be entitled to receive fair compensation for all
extracts or copies made by him from said books, to be paid
by the party or parties requesting such extracts or copies,
and the Mayor and Council may fix the price to be charged
by the town clerk for all such extracts or copies. And the
record books shall be'open for the inspection of any of the
residents of Pocomoke City, unless they are actually in use
by the Mayor and Council, the town clerk or some other
officer of the town.
Section 211. At the first regular meeting after the annual

town election, that is to say, on the first Monday in May in
each and every year, the Mayor, by and with the advice and
approval of the Council, shall appoint a town clerk, a town
treasurer, a policeman, a tax collector, and if the same be
deemed advisable a night watchman; provided, that the
town clerk and the town treasurer may be members of the
Council; and the Mayor and Council shall fix the compen-
sation of each of the said officers by ordinance.
Section 212. The town clerk shall keep a careful record

nances passed and approved, keep all books, records, papers
and documents in his safe custody and turn the same over
to his successor in office; issue licenses and permits and
receive the money therefor and pay the same over .monthly

He shall file all claims and accounts presented against the
town, and when the same are passed by the Council make a
record of the same and perform such other duties as are
imposed upon him by this charter or by any ordinance or
order of the Mayor and Council. The town clerk, the town
treasurer, the tax collector, the policeman and all other
officers of said town except the Mayor and the Councilmen,
whether elected or appointed, before entering upon the duties
of the office to which they are elected or appointed, shall

take the oath required by Article 1, Section 6, of the Con-
stitution, before the Mayor, who is hereby authorized
to administer all official oaths to officers of said town ;
and they shall each subscribe to said oath in one of
the record books of the town kept for that purpose. And
the term of office of the town clerk, the treasurer and the
policeman shall be one year from the date of their appoint-
ment or until their successor shall have been appointed and
