as above provided for shall be sealed in an envelope pro-
vided for that purpose, on the back of which the judges and
clerks shall write their names across the seal; this envelope
shall be directed to the supervisors of election and given to
the return judge, who shall deliver the same with the seal
unbroken, together with the ballot-boxes, which shall con-
tain the voted tickets (stringed), locked and sealed by a
strip of paper containing the signatures of the judges and
clerks, which shall cover the opening in the top and keyhole
so that the same cannot be tampered with in any manner.
