missioners may pass rules and regulations as they may deem
proper in accordance with the provisions of this Act as to the
repair, care and attention to the roads, and the manner and
mode of expending all moneys appropriated or for use in their
respective districts.

Section 126. Where there shall not be sufficient money in
the county treasury set apart as a general road and bridge
fund to meet the requirements of the county in case of some
emergency or extraordinary necessity for repairs or work on
the roads or bridges of the county, the County Commissioners
are hereby authorized to borrow upon the credit of the county
a sum not exceeding three thousand dollars in one year, and
such sum so borrowed shall be provided for and paid out of
the next succeeding levy by general taxation.

127. Wherever any mill-dam may be built in said county
upon any branch or stream where the public road crosses such
branch or stream, the owner of any such mill-dam shall,
within one month from the building thereof, erect a causeway
across the breast of such dam at least twelve feet wide, and
the top of the dam shall be at least twenty feet wide, and the
bridges on same of the same width, and shall keep the same
in good repair so that the public road shall be in no way
affected injuriously thereby, and the owner or owners of any
mill-ponds when the county or public road crosses the dam it
shall be the duty of the owner or owners to keep such mill-
dam and the bridges across the floodgates or floomways in
the same order and condition as the county or public road on
each end of such dam ; and if the owner or owners thereof
shall neglect for the space of thirty days to repair or keep in
order said dam and bridges, the County Commissioners shall
make such repairs and the cost of the same shall be a first
lien against said mill property, and may be collected as
taxes may be collected, unless within the thirty days the
owner of such mill property shall give notice in writing to
the County Commissioners that the mill or mills are aban-
doned, with its privileges. In such case the mill-dam and its
bridges shall be kept in order and repaired by the County
Commissioners in the same manner as county or public roade
and bridges are repaired and kept in order.

Section 128. The County Commissioners shall cause each
male citizen of, Wicomico county, over twenty-one years of
age, who does not pay taxes and who does not reside in any
incorporated city or town in said county, to be enrolled and
to work on the county and public roads of Wicomico county
in the road or election district he resides in, under the super-
vision of the road supervisor of said district at least one and
