arising from these payments to the County Commissioners
shall be appropriated in the discretion of the said County
Commissioners to the road fund of said county or to the
payment of the interest or principal of the public debt of said
county ; provided, that the said sum of seventy-five ($75)
dollars shall cover a license for an entire year, beginning from
the first day of May in each year ; and for all licenses taken
out for a shorter period than one year after May first shall
run from the date of the taking out of said license to the
ensuing May, the applicant shall pay a proportional amount
based upon the time said license shall have to run; and pro-
vided, that nothing in this section shall apply to the sale of
liquors under any decree of Court or execution of any judg-
ment of any Court of competent jurisdiction, nor to sales in
unbroken packages by the maker thereof, or cider or native
wines.

Section 196. No person, whether with or, without license,
shall sell any liquor of any kind between midnight on Satur-
day night and six o'clock the following Monday morning, or
on election day, nor to any minor, except upon the written
order of the parent or guardian of such minor ; any person or
persons violating any of the provisions of this or the fore-
going sections shall upon conviction, be fined not less than
twenty-five ($25) dollars nor more than two hundred ($200)
dollars and costs, and shall be committed to jail until such
fines and costs are paid, or for a period of forty (40) days,
whichever may first occur; and the Circuit Court for Charles
County shall at any time, upon the recommendation of the
grand jury of said county, suppress the license as to any
dealer in spirituous or fermented liquors, both as to the person
and the place licensed for the period of one year.

SEC. 2. And be it enacted, That this Act shall take effect
from and after the first day of May, 1902.

CHAPTER 624.

AN ACT to incorporate the Montgomery Electric Light and
Railway Company of Montgomery County, and to declare
its rights, powers, privileges and franchises.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Brainard H. Warner, Spencer C. Jones,
Nelson B. Tschiffely, Walter A. Johnson, William M. Terrell,
Boyle Stubbs, Eugene Jones and Albert J. Almoney, and their
associates and successors, be and they are hereby created, con-
