CHAP. 573.

shall not apply to Cecil county ; provided, that this Act shall
not apply to Washington county ; nor shall the provisions of
this Act apply to Anne Arundel county.
SEC. 2. And be it enacted, That this Act shall take effect
from the date of its passage, but nothing herein contained
shall apply to or effect any civil or criminal proceedings at the
date aforesaid.

CHAPTER 573.
AN ACT to add two additional Sections to Chapter 480 of
the Acts of 1896 of the Code of Public Local Laws, title
"Worcester County," sub-title "Berlin," and to be known as
Sections 41 A and 42 A.

New sections
added.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That two additional sections be added to chapter
480 of the Acts of 1896, to follow sections 41 and 42, and to
be known as sections 41 A and 42 A.

Collector to
collect taxes
due and
in arrears.

41 A. And be it further provided, That the said collector
appointed in conformity with section 38 of chapter 480 of the
Acts of 1896, be and he is hereby empowered and directed to
collect all taxes now due and in arrears levied during his term
of office or of that of his predecessors, in the same manner as
county taxes are collected in Worcester county ; provided,
however, that the said Mayor and City Council shall have the
right to fix the compensation to be paid to said collector for
the collection of such taxes.

How Acts
shall be
construed.

42 A. Nothing contained in section 42 of chapter 480 of the
Acts of 1896 shall, however, be construed to permit the
Mayor and City Council to issue bonds or to enter into any
contract for a water supply or the maintenance of a water
supply, either with private or corporate contractors, or to
create or contract for electric light without first having sub-
mitted such questions or any of them to the legally qualified
voters of said town at the next ensuing election for town
officers, or at a special election held for that purpose ; and the
Mayor and City Council are hereby empowered to hold such
special election in accordance with the provisions of section 36
of chapter 480 of the Acts of 1896.
SEC. 2. And be it enacted. That this Act shall take effect
from the date of its passage.
