CHAP. 367.

Receive
copy of laws
Journals,
etc.

SEC. 12. And be it enacted, That every public library
established under this law shall receive annually from the
State a copy of the laws, journals and all other books pub-
lished by the authority of the State, and in return therefor
shall transmit a copy of their annual report to the State
Library.

Exempt from
taxes.

SEC. 13. And be it further enacted, That all real estate
acquired for the use and benefit of any library and reading
room, as aforesaid, established with the accrements thereon,
and all property that shall be a part of any such library and
reading room, shall be exempt from all State, county and
municipality taxation.
SEC. 14. And be it enacted. That the Governor shall appoint

five persons, residents of the State, who shall constitute the
five library commissioners. One member of said board shall
be appointed for a term of three years, one for a term of two
years and one tor a term of one year, and thereafter the term
of office of the commissioners shall be for the term of five
years. All vacancies in said board, whether occurring bj
expiration of term or otherwise, shall be filled by the Governor.

Advice
and counsel
given.

SEC. 15. And be it enacted, That the commission shall
give advice and counsel to all free libraries in the State, and
to all committees which may propose to establish them, as to
the best means of establishing and administering such libraries,
the selection of books, cataloguing and other details of library
management, and the librarian or trustees of any free public
library may ask said commission for advice in regard to the
establishment of libraries, the selection of books, cataloguing of
books and any other matters pertaining to the maintenance or
administration of the library, and the commission shall give
such advice in regard to such matters as it shall find practica-
ble. No member of the board of free library commis-
sion shall receive any compensation, but the board may
expend a sum not exceeding one thousand dollars annually
for clerical assistance and appropriated out of the moneys
in the treasury of the State not otherwise appropriated,
to the free library commission the sum of one thousand
dollars, and any balance not expended in any one year may be
added to the expenditures for any ensuing year.

Officers to be
elected.

SEC. 16. And be it further enacted, That the officers of the
free library commission shall be a chairman, to be elected from
the members thereof, for a term of one year, and a secretary,
not of its own number, to be appointed by the commission,
and who will serve at the will of the commission, under such
conditions and for such compensation as to it shall seem
adequate ; said secretary shall keep a record of the proceedings
