1 B. The title of the Mayor and Council of Salisbury in
and to its water fronts, wharf property, land underwater,
public landings, wharves, docks, highways, avenues, streets,
lanes, alleys and parks is hereby declared to be inalienable.
The Mayor and Council of Salisbury may grant for a limited
time, specific franchises, rights in or relating to any of the
public property or places mentioned in this section ; provided,
that such grants are in com pliance with the requirements of this
Article, and that the terms and conditions of the grant shall have
first been authorized and set forth in an ordinance duly passed
by the Council. Every such grant shall specifically set forth and
define the nature, extent and duration of the franchise or right
thereby granted, and no franchise or right shall pass by impli-
cation under any such grant, and notwithstanding any such
grant, the Mayor and Council of Salisbury shall at all times
have and retain the power and right to reasonably regulate in
the public interest the exercise of the franchise or right so
granted, and the Mayor and Council of Salisbury shall not
have power by grant or ordinance to divest itself of the power
or right to so regulate the exercise of such franchise or right ;
nothing contained in this Article shall prevent the Mayor and
Council of Salisbury from disposing of any building or parcel
of lands no longer needed for public use.

146 A. The Mayor and Council shall have power to provide
by ordinance for grading, shelling, graveling, paving and
curbing, or for regrading, reshelling, regraveling, repaving
and recurbing of any street, lane, alley or highway, or parts
thereof, in said city, now condemned, ceded, opened as a
public highway, or which may be hereafter condemned, ceded,
opened, widened, straightened or altered according to the laws
and ordinances regulating the same, and also for assessing the
costs of any such work, not exceeding one-half, upon the prop-
erty binding upon such street, lane, alley or highway or part
thereof, according to such rule or basis as it may determine ;
provided, that a majority of the votes of the taxpayers on any
such street, lane, alley or highway, or part thereof, shall peti-
tion the Mayor and Council for said improvement or work as set
forth in this section, and in ascertaining the number of votes,
each property owner on any such street, lane, alley or highway
shall have one vote for each $1,000.00 worth or fractional part
thereof of property, according to the taxable basis of said
property located on any such street, lane, alley or highway;
provided, that no property owners be allowed more than ten
rotes ; and all assessments made under this section shall be
collected as other city taxes are collected, or in such manner
as it may prescribe, either before or after the work shall have
