STATE OF MARYLAND.

CHAP. 332.

Building
commission
appointed.

Campbell, John D. F. Mathias, Thomas J. C. Williams and
Ferdinand C. Latrobe be and they are hereby consituted a
Building Commission for the purpose of constructing and
erecting an addition to the present State House, in Annapolis,
in which shall be located the State Senate Chamber and the
Hall of the House of Delegates, and for such other purposes
as may be deemed proper.

SEC. 2. And be it further enacted, That the members of
the Board of Public Works shall be ex-officio members of said
Building Commission, and the Governor of the State shall be
president of said Building Commission, and all vacancies in
said Commission, whether from death, resignation, refusal to
act, or otherwise, shall be filled by the Board of Public Works.

SEC. 3. And be it further enacted, That as soon after the
passage of this Act as possible, said Building Commission
shall organize and select a secretary, and proceed to procure
plans and specifications for said addition to said State
House, and as soon as said plans and specifications for
said building are determined upon, the said Building Com-
mission shall invite sealed proposals by advertisement for a
reasonable time in two of the daily newspapers of Baltimore
city for the construction and completion of said building
and the heating of the same, which proposals shall be
sent in sealed envelopes in care of the Governor of the
State, addressed to said Building Commission, and shall be
publicly opened by said Commission on the day named in said
advertisement; said proposals shall set forth the amount of
money for which the party or parties proposing will complete
the building according to the plans and specifications, and
the time or times at which payment therefor shall be made,
and the time or times when said building will be completed ;
and the said Building Commission shall award the contract to
the lowest responsible bidder or bidders, upon such bidder or
bidders giving bond to the State of Maryland in such penalty
as said Building Commission shall determine, conditioned for
the faithful discharge and execution of the contract entered
into, which bond shall be liable at the suit of the State of
Maryland for the violation of its conditions; and said Build-
ing Commission is hereby authorized and required to employ
a skillful and competent architect, under whose control and
supervision as to workmanship said building shall be erected ;
and said Building Commission shall in like manner determine
upon proper means of heating and of furnishing said building,
and shall at such time as said Commission may deem proper
advertise for proposals for furnishing the necessary heating
apparatus for said building, and in the like manner for the
