SECTION 1. Be it enacted by the General Assembly of
Maryland, That section 17 B of Article 77 of the Code of
Public General Laws of Maryland, title " Public Education,"
sub-title " Superintendent of Public Education," be and the
same is hereby repealed and re-enacted with amendments, so
as to read as follows :

CHAP. 194.

Kepeal
and re-ena«t.

Section 17 B. That said Superintendent of Public Education
shall receive a salary from said appropriations for public
schools, the amount of which salary shall be fixed by the
State Board of Education, provided it shall not exceed the
sum of three thousand dollars per annum, in addition to an
allowance of tive hundred dollars per annum for traveling
expenses ; the said Superintendent of Public Education shall
receive annually the sum of one thousand dollars, or so much
thereof as may be needed for the purchase of stationery and
office fixtures and supplies, and he shall cause to be printed
and distributed to the public school teachers of the counties of
the State, each year, a pamphlet for the proper observance of
Arbor Day, a teachers' manual of institute work, the proceed-
ings of the Maryland State Teachers' Association, and such
other circulars and printed matter as will encourage the work
of public instruction and promote its uniformity ; provided,
all bills for such expenditures shall be approved by the State
Board of Education ; and the said superintendent shall be
provided with a clerk, who shall also act as clerk to the State
Board of Education, and who shall be paid a reasonable salary,
to be fixed by the said board out of its allowance for con-
tingent or necessary expenses; provided, further, that the
office of said board shall be the office of said superintendent.
SEC. 2. Be it further enacted, That this Act shall take
effect from the date of its passage.

CHAPTER 195.
AN ACT granting to T. Morgan Owens, of Cecil County,
Maryland, his heirs and assigns, the right to construct and
maintain a wharf in the Susquehanna River, to low water
mark, from and on the front of his lot of land, in or near
the Town of Perryville, in said Cecil County.
WHEREAS, T. Morgan Owens is the owner of a lot of land, f
