CHAP. 180,

land to the end of North Point on Poplar Island, which are
reserved for the taking or catching of oysters with tongs
worked exclusively by hand, shall be open to the citizens of
Talbot county licensed under this section; but it shall be
unlawful to take or catch oysters with ecrapes, scoops or
dredge in any other waters of Talbot county ; provided
further, that the said clerks of the said Courts, as aforesaid,
upon application of any owner a resident for one year in
either of said counties, and to no other person, of a boat of
the size of ten and fifty-two one hnndredths tons gross or
under, which was licensed to take oysters, as aforesaid, with
scoop, scrape or dredge in said waters for the dredging season
ending March the fifteenth, 1900, be and they are hereby
authorized and directed upon a certificate of the admeasurers
hereinafter referred to, and provided for, and upon full com-
pliance with the provisions for the issuing of license herein-
after referred to, to issue a license for the use of said boat in
taking oysters in the waters aforesaid, in the manner afore-
said ; but no license shall be issued to any boats so licensed
for said dredging season ending on March 15, 1900, the ton-
nage of which is greater than ten and fifty-two one-hundredths
gross tons by rules of custom-house measurement, to be ascer-
tained by said admeasurer, and if either of the clerks author-
ized by this Act to issue such license shall issue the same

without the said admeasurer's certificate, when such certificate
is necessary or contrary to the provisions of this Act, he shall
be deemed guilty of a misdemeanor,' and upon conviction
thereof before a justice of the peace, or either of said Courts
having jurisdiction thereof, shall be fined not less than one
hundred dollars for each and every offense, and stand com-
mitted until such tine and costs are paid.

It shall not be lawful for any dunnaged boat, canoe or vessel
to be employed to catch oysters with scoop, scrape or dredge
in the waters in common between Dorchester and Talbot
counties, and all timbers more than five and one-half inches
in depth used in the construction of said boar, to which her
bottom is fastened or any and all other materials used to make
the space between the ceiling and bottom planks over five and
one-half inches, and all ceiling over two inches thick, and any
or all materials used between such ceiling and deck decreas-
ing custom-house tonnage, shall be considered dunnage. The
Governor of this State shall, on or before the first day of July
in each year, appoint two competent persons, one from Dor-
chester county and one from Talbot county, to be known as
admeasurers, to examine and measure all boats in the counties
