property of the town to redeem said bonds and to pay the
interest thereon, said Board of Supervisors having been
appointed under said Act for the purpose of erecting an
electric light plant for the said town. The said treasurer
shall receive the said money and deposit the same in some
bank to be designated by the said Board of Supervisors, and
shall disburse the same on the order of said board by check to

be signed by himself and the Burgess of said town. The said
Board of Supervisors, in addition to the powers given to them
by the aforesaid chapter 27 of the Acts of the General
Assembly of Maryland, passed at its January session, A. D.
1898, are hereby authorized and empowered to contract for.
purchase in fee simple or lease for a term of years, any land,
real estate, water and water rights, or property which they
may deem necessary for the purpose of supplementing,
enlarging, increasing and adding to the electric plant of the
said town, and they are hereby vested with all the rights and
powers necessary for the purpose of supplementing, enlarg-
ing, increasing and adding to the said electric light plant of
the said town, and if for any cause the" said Board of Super-
visors shall not be able to agree with the owner of any such
land, real estate, water, water rights, property or other material
part of the real estate which they may find necessary for the
supplementing, enlarging, increasing 'and adding to said elec-
tric light plant, or if such owner is under any disability or
incapacity to contract or absent or unknown, the said Board of
Supervisors is hereby clothed with the power of condemna-
tion, under the right of eminent domain, as provided in sec-
tion 167 of Article 23 of the Code of Public General Laws
of Maryland, as fully and to the same effect as if the said
section had been herein incorporated, and the proceedings in
such condemnation shall be in conformity with the provisions
of said section 167 of the said Article 23 of the said Code.

Additional
powers
given to
said Board of
Supervisors.

They shall have power to enter into contracts for the purpose
of supplementing, enlarging, increasing and adding to said
electric light plant, for the material therefor, and to employ
all necessary labor and clerks and to fix their compensation,
and when the said work of supplementing, enlarging, increas-
ing and adding to said electric light plant is completed, the
additions, enlargements, increase and supplemental works and
plant shall be considered a part of the present electric light
plant and shall be controlled and managed and operated under
the same rules, regulations and provisions as provided for in
said chapter 27 of the said Acts of 1898.

SEC. 4. Be it enacted, That for the purpose of paying the
interest on the said bonds and for the purpose of redeeming
the same and paying them off at maturity the said Burgess
