Mayor and City Council of Baltimore, and give adequate and
ample security therefor, to be determined by the Mayor and
City Council of Baltimore: First, that said purchaser or pur-
chasers shall develop, extend and construct said Western
Maryland Railroad to tidewater in Baltimore city or territory
adjacent thereto, and also provide proper and sufficient tide-
water terminals and terminal facilities for said railroad, and
for the utilization of the tidewater franchise thereof ; and
second, that the purchaser or purchasers of said interests in
said railroad shall extend its railroad facilities, or supply and
furnish railroad connections and facilities in conjunction with
said Western Maryland Railroad Company to the coal regions
of Western Maryland and West Virginia, or Pennsylvania ;
and third, that all the work, development, extension and con-
struction hereinbefore referred to, and required to be done by
said purchaser or purchasers, shall be begun within two years
after the sale shall have been consummated, and shall be com-
pleted within eight years after the said sale ; provided, how-
ever, that the Mayor and City Council of Baltimore may, in
its discretion, by ordinance, extend the time for the comple-
tion of said work of development, extension or construction.
And said conditions shall be indispensable and precedent to
said sale, and shall be included in any ordinance or proceeding
of the Mayor and City Council of Baltimore, whereby said sale
is sought to be affected ; otherwise said sale shall be invalid,
and the section of the charter of the Western Maryland Rail-
road amended by this Act shall remain in full force and effect.
SEC. 7. And be it further enacted, That this Act shall take
effect from the date of its passage.

CHAPTER 130.
AN ACT to add an additional Section to Article 4 of the
Code of Public Local Laws of Maryland, title "City of
Baltimore," sub-title "Charter," heading Mayor and City
Council of Baltimore, as repealed and re-enacted by Chapter
one hundred and twenty-three of the Acts of 1898, said
Section to follow Section 4 of said Article, and to be desig-
nated as Section 4 A.

CHAP. 129.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That an additional section be and the same is
hereby added to Article 4 of the Code of Public Local Laws
of Maryland, title "City of Baltimore," sub-title "Charter,"
heading Mayor and City Council of Baltimore, as repealed
