next to expire. The said choice by lot shall take place at 12
o'clock noon on the Tuesday next succeeding the first Monday
in May, 1903, at the usual place for holding the meetings of
the City Council, and shall be conducted by the Supervisors
of the Election in the presence of the Mayor and Council,
and the Mayor and Council elect, or such of them as choose
to attend.

141. The Mayor, by and with the advice and consent of the

City Council, shall on or before the second Monday in April,
in the year nineteen hundred and two, appoint three persons,
registered voters and taxpayers of said city and not office
holders under the city government, who shall constitute a
Board of Election Supervisors for the city of Havre de Grace,
one of whom shall be appointed for three years, one for two
years aud one for one year, and until their respective succes-
sors shall be appointed and qualified. Aud on or before the
first Monday in June, in the year nineteen hundred and three,
and annually thereafter, on or before said date, the Mayor
shall likewise appoint a citizen having the qualifications afore-
said to till the vacancy occasioned by the expiration of the
term of the retiring member of said board. And in the event
of the death, resignation or removal from the city of any
member of said board, the Mayor shall, in like manner, appoint
a citizen having the qualifications aforesaid to fill out the
unexpired term thereby occasioned. No member of said
board shall be eligible to an elective office under the city
government during the term for which he is appointed. Before
entering upon the discharge of their duties said Supervisors of

Election shall each take and subscribe before some justice of
the peace of Harford county the following oath of office :
"I, —— , residing in the city of Havre de Grace, do solemnly
swear (or affirm) that I am a legal voter and taxpayer in the
city of Havre de Grace ; that I will support the Constitution
of the United States, and that I will be faithful and bear true
allegiance to the State of Maryland and support the Constitu-
tion and laws thereof ; and that I will faithfully and impar-
tially discharge the duties of Supervisor of Election for the
said city of Havre de Grace to the best of my ability."
The said board shall organize annually by electing one of
their number to be president, and they shall receive such com-
pensation as the Mayor and City Council may by ordinance
prescribe.

141 A. On the second Monday in April in each year in which
a municipal election is to be held, the Board of Election
Supervisors shall sit for three hours, between nine o'clock
A. M. and 12 o'clock noon, at the Council Chamber in said
