SECTION 1. Be it enacted ly the General Assembly of
Maryland, That Sections 140, 141, 142, 143, 144, 145, 150,
151, 152, 155, 156, 157, 158, 159, 175, of Article 13 of the
Public Local Laws of Maryland, title "Harford County," sub-
title " Havre de Grace " (said sections 142, 143, 145, 150, 152,

Repeal.

155, 156, 157, 158, 159, having been heretofore repealed and
re-enacted by the Act of eighteen hundred and ninety, chapter
one hundred and eighty) be and the same are hereby repealed
and re-enacted with amendments, and that sections 163,176
and 177 of said Article and sub title be and the same are
hereby repealed, and that new sections be and the same are
hereby added to said Article, to be known as sections 141 A,
141B,141C, 141 D, 141 E, 141 F, 141 G, 141 H, 141 I, 141 K,
141 L, 141 M, 141 N, 141 O, 141 P, 141 Q, 150 A, 152 A, 155 A,
156 A, 157 A, 157 B, 157 C, 158 A, 158 B, 175 A, 175 B, 175 C,
said amended and new sections to stand in the following
order, and to read as follows :
140. All male citizens of the United States above the age

voters.

of twenty-one years, who have resided in said city not less
than one year next preceding a municipal election, and who
were on the first day of January next preceding the election
assessed on the tax books of said city with at lea«t two
hundred dollars' worth of real or personal property, and whose
names shall appear upon the list of registered voters of said
city as hereinafter provided, and who have paid the tax levied
for the preceding year on not less than the amount aforesaid,
one month before the day of election, shall be the qualified
voters of said city, and as such shall be entitled to vote at any
election held under the provisions of this charter. The said
qualified voters shall on the first Monday in May in the year

to be elected .

1903, and every two years thereafter, elect a Mayor to serve
for two years and until the qualification of his successors, and
che said voters shall on the first Monday in May, in the year
nineteen hundred and three, at the same time and place elect
six members of the City Council, three of whom shall be
chosen by lot as hereinafter provided, to serve for two years
and until the qualification of their successors, and three of
whom shall be chosen in like manner to serve for one year and
until the qualification of their successors, and every year
after the election last aforesaid, the said qualified voters upon
the first Monday in May shall elect three members of the
City Council to serve for two years and until the qualification
of their successors, to succeed those three whose terms are
