such compensation as they shall think proper. The chief
bailiffs shall give bond to the commissioners in such penalties
and such securities ae said commissioners may require, condi-
tioned for the faithful performance of the duties of his office.

CHAP. 123.

312. The Town Commissioners of Upper Marlborough may
purchase and hold any property, real, personal or mixed, and
dispose of the same for the benefit of the town and the inhabi-
tants thereof.
313. The qualifications of a voter at any election held under

the provisions of this sub-title of this article shall be as
follows: he must own real or personal property to the value,
of two hundred dollars, located in said town, or he must reside
in said town, or he must be engaged in a regular permanent
business in said town; and in addition to the residential or
business qualifications set forth above, his name must appear
on the assessment books of Prince George's county of the
year prior to that of the town election as owning real or
personal property to the value of two hundred dollars.
Furthermore, he must have been qualified in one of the three
ways mentioned above for at least six months prior to the
town election and otherwise qualified to vote for delegates to
the General Assembly of Maryland before his vote shall be
received at any town election.
314. Any person who has resided in said town and been a

the usual polling place in gaid town, after at least ten days'
public notice of the same in a newspaper published in said town
given by the president of the commissioners; the judges thereof
shall be three in number, and shall be designated and appointed
by said president at least ten days prior thereto; the said
judges shall appoint two clerks and shall keep the polls open
from 3 o'clock P. M. to 6 o'clock P. M., when they shall
be closed and the ballots publicly counted, and they shall,
within two days after said election, make a true and correct
return of the same under their hands, to be addressed and
transmitted to the president of the commissioners, who shall
convene the said commissioners on the second day after the
said election to receive the returns of the same. The presi-
dent shall then open the said returns in the presence of the
commissioners, and the commissioners shall forthwith cause to
be issued by their clerk certificates of election to the three
persons appearing from the said returns to have received the
highest number of votes, with the seal of the commissioners
